Downtown Waukegan Street Closures this Weekend
On Friday, July 12, beginning at 4 PM, there will be many downtown Waukegan street closings due to Waukegan Scoop 2019. Closures will last through Saturday at 11 PM.
  • Washington Street will be closed from Martin Luther King Jr. Ave. to Sheridan Road.
  • Clayton Street will be closed just west of County Street to Sheridan Road.
  • County Street will be closed just south of the parking garage (Clayton and County Streets) to Belvidere Road.
  • Genesee Street will be closed Grand Avenue to Lake Street.
If you are coming to the Lake County Clerk's office for a license on Friday after 4 PM, anticipate parking on Martin Luther King Jr. Ave., West Street, or Washington Street (west of Martin Luther King Jr. Ave.). You will be able to get to Martin Luther King Jr. Ave. by driving west on Washington, west or east on Grand Ave or Belvidere Road (Rte. 120).

Couples going to the Court Tower for a Saturday morning ceremony should anticipate parking on Martin Luther King Jr. Ave., West St., Washington St. (west of Martin Luther King Jr. Ave.), or in the City's garage (corner of County and Clayton Streets).

Who Can Request a Birth Record?


Access to birth records is restricted as birth records are available only to:
  • The person named in the record (if at least 18 years of age)
  • The parent of the person named in the record
  • A legal guardian who provides proof of court appointment
  • A legal representative who has notarized authorization from the person named in the record or the parent
*Exceptions to these restrictions apply to those interested in Genealogical Research.

Types of Birth Records


  • Certified Record
    Acceptable for official purposes i.e., travel, Social Security, insurance, pension, employment, etc.
    $10 for first certified copy 
      $4 for each additional copy
  • Non-certified Record
    Used in researching family history and is available only if the record is at least 75 years old
      $4 for each non-certified record marked “For Genealogical Purposes Only”
  • No Record Found Certification
    If the record is not found to be on file within our office, a Certificate of No Record Found is available for purchase. 
      $1.50 for certification

Ways to Order


  • Walk-in same-day service 
    • Certified or non-certified record
    • Downtown Waukegan (Map to our office)
    • No appointment needed
    • Valid identification is required (acceptable ID is listed on form)
    • Processing time is normally less than 30 minutes
    • Payment by cash, check, money order, or credit card
      (Additional service fees apply to credit card payment)
    • For faster service bring completed Birth Record Request Form (fillable PDF), printed, and signed
  • By mail with check or money order payment 
    • Record is requested and mailed to customer through the U.S. Postal Service’s first-class mail 
    • Certified or non-certified record
    • Two business day processing, once request is received by our office
    • Record can be sent to a street address or P.O. box
    Items needed
    • Completed Birth Record Request Form (fillable PDF), printed, and signed
    • Photocopy of valid identification is required (acceptable ID is listed on form)
    • Check or money order payable to the Lake County Clerk
    • Self-addressed envelope with sufficient first-class U.S. postage stamp affixed
    • Mail all items to:

Refunds


Due to the cost and the inability to re-purpose the state-mandated security paper used to issue vital records, once an order for certificate copies is processed, our office cannot offer any refunds.
