Notice is hereby given that Statements of Interest (SOI) are requested together with Statements of Qualifications (SOQ) for furnishing professional civil engineering services on the following projects. SOI/SOQ shall be submitted via email to LCDOTBidInfo@lakecountyil.gov.

Submission deadline is 10:00 A.M. on Friday, November 9, 2018.
1. Section No. 18-00174-06-BR: Phase II design engineering, in accordance with the Illinois Department of Transportation’s Bureau of Local Roads & Streets Policies & Procedures, for the replacement of an existing three cell corrugated metal pipe-arch culvert with a single span bridge at Hart Road over Flint Creek in Barrington, Illinois. Phase II work will include field surveys; a bridge condition report recommending a preliminary structure design for replacing the culvert; drainage/hydraulic studies; preliminary and final plans, specifications, and cost estimates; coordination with utility companies; coordination with IDOT, LCSMC, permitting agencies and local communities; a wetlands delineation and report; pavement cores and a soils report; a determination of proposed right-of-way and/or easements and the preparation of plats and legal descriptions. The project will be locally funded. The basis of evaluation will be 25% technical approach, 20% firm experience, 10% specialized expertise, 20% staff capabilities (prime/sub), 10% work load capacity, 10% past performance and 5% local presence.
2. Section No. 17-00193-08-PV: Phase II design engineering, in accordance with the Illinois Department of Transportation’s Bureau of Local Roads & Streets Policies & Procedures, for a roadway reconstruction of Arlington Heights Road between IL 83 and Lake Cook Road, in the Villages of Buffalo Grove, Long Grove, and Arlington Heights, Illinois. Phase II work will include field surveys; intersection design studies; preliminary, prefinal, and final plans, specifications and cost estimates; identification of detention requirements; coordination with utility companies, IDOT, LCSMC, Cook County Department of Transportation and Highways, permitting agencies and local communities; a soils report; a pavement life cycle cost analysis; sidewalk construction and ADA improvements; a determination of proposed right-of-way and/or easements and the preparation of plats and legal descriptions; public involvement and possibly an environmental assessment (PESA and PSI). Intersection improvements may include adding turn lanes and improving intersection geometrics. The project will be locally funded. The basis of evaluation will be 20% technical approach, 15% firm experience, 10% specialized expertise, 20% staff capabilities (prime/sub), 10% work load capacity, 10% public outreach experience, 10% past performance and 5% local presence.
3. Section No. 18-00999-57-EG: Preparation of Phase I preliminary engineering, and an option to perform Phase II design engineering, in accordance with the Illinois Department of Transportation’s Bureau of Local Roads & Streets Policies & Procedures, for intersection improvements along Russell Road at Kilbourne Road, Kenosha Road and Lewis Avenue in Newport and Benton Townships, Illinois. The proposed project will improve the safety and operation of these intersections. The study should consider roadway realignment, intersection signalization, roundabouts, or other methods to satisfy the project objectives. Phase I work will include intersection design studies; field surveys; preliminary plans with proposed horizontal and vertical alignments; hydrology/hydraulic analysis; identification of detention requirements; coordination meetings with IDOT, FHWA, utility companies, LCSMC, permitting agencies and local communities; wetland delineations and report; a soils report; a determination of proposed right-of-way and/or easements; public involvement and environmental assessments. Although the project will initially be funded by local funds, the work shall be developed as being eligible for possible federal funding. The basis of evaluation will be 20% technical approach, 10% firm experience, 15% specialized expertise, 20% staff capabilities (prime/sub), 10% work load capacity, 10% public outreach experience, 10% past performance and 5% local presence.
Respondents shall include in their SOI a prioritized listing of the above design projects (1, 2, and 3) which are best suited to the capabilities and qualifications of their firm. The SOI shall include a brief description of why they should be chosen for a project(s). The SOQ should be concise and directly relate to the project(s) of interest. The SOI shall be limited to 1 page and each SOQ shall be limited to 10 pages per project. A current IDOT prequalification listing shall also be a part of the 10 page SOQ submittal. A minimum of three firms will be selected as the most qualified from their SOI/SOQ submittal to make a presentation to a 7-person selection committee.
The County, in accordance with the laws of the State of Illinois, hereby notifies all firms expressing statements of interest that it will affirmatively insure that the contract entered into pursuant to this advertisement will be awarded without discrimination on the grounds of race, color or national origin.

Government Procurement Spotlight: Professional Services
In local government, much of what we do and how we do it is dictated by State and sometimes Federal laws. Lake County government purchases a variety of goods and services and there are different ways to procure those services depending on what it is. For example, when hiring architects, engineers and land surveyors, Lake County (and local governments) are required to use the Professional Services Selection process and award these contracts through a “Qualifications Based Selection.” This allows the county to evaluate a firm based on experience and expertise relative to the project, and cost is negotiated after the most highly rated firm is selected.
How does it work? When professional services are needed, the department develops the project scope and then publicly advertises the request for services. Interested firms submit a Statement of Interest (SOI) and Statement of Qualifications (SOQ) and a selection committee made up of professionals from the department evaluate the proposals and select a minimum of three firms to participate in an interview/presentation. They rank the firms based on several criteria including their expertise and past related experience. The county then begins negotiating the number of hours it will take to complete the scope of services. The final contract is then presented to the Lake County Board for approval.
Following this process is required by State and Federal law. It provides value to the county and helps us deliver cost-effective, efficient services to our residents because our Lake County team of professionals has selected the most qualified firm to perform the work.These firms are then qualified to do similar work in the future, based on their past successful performance.
