Housing & Community Development Commission
Regularly scheduled meetings of the Housing and Community Development Commission (HCDC) are held at 3:30 p.m. on the second Wednesday of every month. The meetings are held in the 10th floor Assembly Room, located at the Lake County Court Complex, 18 North County Street, Waukegan, Illinois. Occasionally, meetings are held in the 2nd floor Conference Room, located at the Central Permit Facility, 500 West Winchester Road, Libertyville, Illinois. Please check the HCDC meeting schedule to determine the location and to check for cancelations.
Public Hearings are held in conjunction with regular monthly meetings, with public notices appearing in the News Sun and the Daily Herald (Spanish Version) and sent to a list of interested parties.
The Housing and Community Development Commission consists of seventeen appointed members and two ex-officio members. The appointed members are made up of five Lake County Board representatives, seven Lake County residents and five mayors, village presidents or township supervisors. These members are nominated by the Lake County Board Chair and approved by the Lake County Board. The ex-officio members are the Lake County Board Chair and the Lake County Board Health and Community Services Committee Chair.
- Ray Rose (Chair)
Lake County resident who served as the Chief of Police for the Village of Mundelein from 1992-2013, the undersheriff from 2013-2017 and currently serves as on Mundelein’s planning and zoning commission. He has been on the commission since 2009.
- Linda Pedersen, Lake County Board Member, District 1 (Vice-Chair)
Represents the areas of Antioch and Old Mill Creek, and portions of Fox Lake and Lake Villa.
- Jennifer Clark, Lake County Board Member, District 15
Represents Libertyville and portions of Mundelein.
- Steve Carlson, Lake County Board Member, District 7 (Ex-officio)
Represents portions of Gurnee and Third Lake. He has been on the board since 2002.
- Mary Ross Cunningham, Lake County Board Vice-Chair, District 9
Represents portions of Waukegan and North Chicago.
- Sandra Hart, Lake County Board Chair, District 13 (Ex-officio)
Represents Lake Bluff, Wildwood, unincorporated Grayslake, and portions of North Chicago, Waukegan, Libertyville, and Gurnee.
- Diane Hewitt, Lake County Board Member, District 2
Represents portions of Waukegan, Gurnee, Beach Park and Zion.
- Anne Flanigan Bassi, Moraine Township Supervisor
- Mary Dominiak
Lake County resident and Adjunct Faculty at Loyola University Chicago who serves as the Village of Antioch Trustee.

- Sharaka Leonard
Lake County resident and payroll analyst.
- William McKinney, Mayor, City of Zion
- Michael Meehan
Lake County resident and senior sales and relationship development manager with additional significant experience as a general and profit center manager.
- Kathleen O’Connor, Libertyville Township Supervisor
- Janet Swartz
Lake County resident who is focused on affordable housing work and a teacher of the mountain dulcimer, a traditional American instrument. She has been on the commission since 2011.

- Laureen Wilhoit
Lake Zurich/Ela Township resident, president of a local not-for-profit who works with domestic abuse victims in Lake County.

Lake County resident and Lake County Partners staff member.

Composition & Role of Commission
The Housing and Community Development Commission consists of seventeen appointed and two ex-officio members. The appointed members are nominated by the County Board Chairman and approved by the County Board. The seventeen members include five representatives from the County Board, five Mayors, Village Presidents, or Township Supervisors, and seven Lake County residents. The ex-officio members are the County Board Chairman and the Chairman of the County Board's Health and Community Services Committee.
The Commission is responsible for overseeing local administration of the Federal Community Development Block Grant Program (CDBG), HOME Investment Partnerships Program (HOME) and the Emergency Solutions Grant Program (ESG) and other related programs. The Commission is responsible for developing the Consolidated Housing and Community Development Plan by identifying community needs, setting priorities and establishing goals. The Commission uses these goals to help determine which activities to fund on an annual basis.
Housing & Community Development Needs
The Lake County Housing & Community Development Commission will hold a Public Hearing to discuss the development of the 2020 Annual Action Plan component of the Lake County Consolidated Housing and Community Development Plan later this year. The Annual Action Plan will guide the allocation and expenditure of funds available for the 2020 Program Year (May 1, 2020 to April 30, 2021).
